Spray and flour a 13x9 temp-tations® baking pan and set aside.
In a medium bowl mix flour, sugar, baking powder, and salt. In a separate bowl, beat egg, milk, oil, and vanilla.
Add wet ingredients to dry and whisk thoroughly. Fold in chocolate chips and pour into greased 13x9 pan.
In a large bowl, mix the flour, brown sugar, and cinnamon. Pour the melted butter into the mixture and toss with a spatula until large crumbs form.
Cover the cake evenly with the crumbs.
Bake in a preheated 325°F oven for 15 minutes. Rotate the pan and bake for an additional 15 minutes or until a toothpick inserted into the center of the cake comes out clean.
